Maturity models can be used to analyse the maturity of an organisation and to help its managers to understand and to influence the development process. Such models can be used for the strategic management of organisations, for the improvement and evaluation of processes, for the assessment of the current state of the organisation, and for the planning of further improvements. Since such models are usually designed and developed by experts, the process of the design of these models should be accessible and transparent to the stakeholder, so that they can be used for the strategic and operational management of the organisation.
A maturity model has been defined as “a representation of the current strategic and operational state of an organization in terms of one or more dimensions representing maturity along a path” (Obermüller, 1995, p. 26).
An organisation’s maturity model should be based on a set of clearly identified indicators measuring the current maturity level of the organisation. The indicators should be derived from the principles of success, such as: “problem-solving, innovation, flexibility, adaptability, and discipline” (Obermüller, 1995, p. 26). These principles are linked to the concept of maturity (see below).
The set of indicators should provide a common language, so that all stakeholders are able to understand the results of the model. This common language allows the organisation to evaluate and to compare the maturity of different organisations.
The structure of this paper is as follows: In the next section, we will first describe the eight phases of the procedure model and then explain the criteria that we have set for the development of maturity models. Then, the matching of existing maturity models and the requirements of the procedure model will be described. The paper ends with a conclusion and some recommendations for future research.
