Moreover, this step should be also combined with other waste management measures to mitigate environmental impacts and human health exposure. For instance, in Iran, people are encouraged to use reusable containers when they buy plastic bottles for WTE plants. The household waste management plan should be followed in household waste collection, including increase of the waste separation rate, separation (allocation) of recyclable and biodegradable waste to specific wastes streams, removal of hazardous wastes at the source and implementation of specific waste-to-energy plants, instead of burning material dumps. Finally, it would be necessary to collect separated recyclable waste, which will be processed for raw materials to be used in local and national industries [99].
The WEEE mismanagement is an issue related with the work done by industry. The high prices of collection, recycling and WEEE treatment facilities are one of the the major barriers that restrict the adoption of WEEE by the industry. The economic cost that this leads the industry is considerable [61]. Further WEEE mismanagement may be due to the lack of efficient product labelling, which could result in the high number of WEEE returns [62]. One of the reasons for this is the product prices that the industry did not consider WEEE as a product, but as a waste. It means that the industry is obligated to pay for the WEEE when it did not invest in developing the product. For example, consumers do not pay for the product itself, but paid for the waste services, that is, each consumer paid a fee for disposing the product. Therefore, consumers are forced to pay for a product of which they did not use, technically, they did not pay for the product itself, but for the waste services [63].
The WEEE mismanagement issue can be tackled from various directions. The first is consumer education, which is not easy to be implemented, particularly in developing countries, since they are underprivileged, economically and culturally. The use of WEEE management by the industry and the industry education are expected to ensure sustainable recovery of resources and reduce potential losses [64]. Moreover, some governments have introduced penalties for illegal product substitution by companies [65]. d2c66b5586
